As President of the Council of the Moroccan Community Abroad (CCME), Driss El Yazami has spent decades observing the profound transformation of Morocco’s diaspora. Today, nearly 4.5 million strong, this increasingly global and highly qualified community represents a major asset for the Kingdom. He explores the new dynamics shaping Moroccans around the world and their contribution to Morocco’s development.

How would you describe the Moroccan community living abroad today?

Over recent years, the Moroccan community abroad has undergone a profound transformation. It is characterised by its growing global presence, the growing proportion of women, and the emergence of new generations who fully embrace their dual identity. Nearly one in five Moroccans living abroad holds a higher education degree. This evolution is taking place against a backdrop of growing international competition for talent.

How does it contribute to the Kingdom’s development?

Moroccans around the world have long contributed to the country’s transformation. Active in research, new technologies, higher education and entrepreneurship, they bring expertise, international networks and innovation.

Is the relationship between Morocco and its diaspora a distinctive feature of the Kingdom?

Morocco has indeed been a pioneer in this respect. From an early stage, the country’s highest authorities recognised the strategic importance of Moroccans around the world and established dedicated institutions. This vision was further strengthened by the 2011 Constitution, which fully recognises their dual identity. Moroccans around the world therefore serve as bridges between Morocco and their countries of residence. Firmly rooted in their countries of residence while remaining deeply attached to the Kingdom, they represent one of Morocco’s greatest strengths.

Are the new measures introduced to encourage investment by Moroccans around the world delivering results?

Yes. The Investment Charter and the measures put in place are encouraging the emergence of a new generation of investors. Many are developing projects in new technologies, healthcare and innovation, often spanning both their country of residence and Morocco. Although the phenomenon remains difficult to quantify, the momentum is firmly under way.
